Program Analyst IV

Job Description and Requirements:
USfalcon, Inc., recognized as one of the fastest growing, privately held companies in the United States, is seeking a Program Analyst IV to work in the Colorado Springs, CO area.
**Summary:**This position serves as command headquarters-level senior program analyst planning, organizing, and determining necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned major command (MAJCOM) programs involving Air Force space operations.**
* Ten (10) years of relevant operational space experience.
* Bachelor's degree from an accredited institution, Masters degree preferred. Additional experience may be substituted for degree requirement.
Clearance Requirement:**
* Top Secret/SCI security clearance (SAP preferred).
Preferred Qualifications:
* Proficient in Microsoft Office applications (e.g., Word, PowerPoint, Excel, Access, and Outlook).
* Expert knowledge of a wide range of methods for the assessment and improvement of critical command plans and programs for
participating in or conducting major operations such as Space Situational Awareness & Command and Control; Space Protection and
associated mission and flight operations, tactical space life, deployment, mobilization, exercise, training systems, foreign military sales,
Planning, Programming, & Budgeting System (PPBE) acquisition, special operations, or similar operations.
* Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the
sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related
to actual events.
* Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
* Skill in designing and conducting comprehensive studies, and developing solutions to broad, important, and severe command operational
and contingency areas.
* Ability to plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement
recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and
* Support the development of requirements for special studies and program integration. Review, analyze, assess and participate in
special studies. Draft and coordinate special studies annexes.
* Support HQ AFSPC efforts to develop capabilities requirements and produce and staff JCIDS products. Develop and staff JCIDS products
including Initial Capabilities Documents (ICDs), CDD, and Capability Production Documents (CPDs) IAW CJCSI 3170.01H and
AFI 10-601.
* Support the JCIDS process by developing Space Operations architectures, plans, and concepts; supporting requirements development
for the acquisition, testing, fielding, operations, and disposal of AFSPC programs; and assessing military effectiveness and utility of
Space Operations PoRs, concepts and enterprise architectures. This support will include but is not limited to drafting refining and
maturing requirements, as well as conducting analysis which supports justifies these documents. Included but not limited to:
* Space Operations functional, enabling and operating concept development support
* Requirements trace from JCIDS products and MAJCOM clarification guidance to system level requirements and design documents.
* Draft requirement strategies that establish the path and resources necessary to advance through each phase of the acquisition. Address
the capabilities required and identify the funding, schedule, testing, sustainment, interoperability, training, and intelligence elements.
* Review and assess compliance with CDD/CPD requirements. Support & monitor DT to ensure results meet requirements.
* Review and provide comments on the review of policy, strategies, doctrine, law, regulation, and authoritative CONOPS in the
requirements development phase.
* Support the requirements generation process. Organize, administer and attend ICTs, HPTs, and perform day-to -day activities IAW
AFSPCI 10-604. Analyze requirements definition, capabilities documents, and acquisition roadmaps. Review policy, strategies, doctrine,
law, regulation, and authoritative CONOPS. Develop supporting documentation (e.g. memorandums, briefings, databases,
spreadsheets) for the RSR, Air Force Requirements Oversight Council (AFROC) and Joint Requirements Oversight Council (JROC).
* Advise requirement developers and system acquirers on operational/logistical considerations for concept tradeoffs. Define issues with
fielding the program and coordinate operational preparedness activities (non-materiel elements of DOTmLPF) across functional staff,
operational units, and system acquirers.
* Review and staff agreements (e.g. MOAs and MOUs) for Space Operations support.
* Provide systems engineering and technical assistance support throughout all acquisition lifecycle phases.
* Additional duties as assigned.
